That is most definitely the Doctor Who theme tune, and that is a Faraday suit. Much like a Faraday cage, it protects the person wearing it from electricity as electricity always takes the easiest route - which would be through the metal of the suit, not through the person. The reason that a car is such a safe place in a thunderstorm is that the car acts as a Faraday cage - if lightning strikes it, as long as you're not touching the metal, you'll be perfectly safe.
