This is only a theory, and I am being very serious.
With the anniversary of 9/11 today it may be that Microsoft has taken Hotmail and its connected sites off line as a security precaution.
There have been rumours of a car bomb attack by terrorists to mark the tenth anniversary. Not really. I have heard rumours that most governments have some sort of security monitoring system in place for emails, twitter ect.
Probably even more paranoid rumour has it that Microsoft's latest Windows operating systems info-dump individuals hard drive contents to Microsoft, where it is given to the American Security Agencies to analyse .
*SHRUGS*
Load of old toss, I know. But if it was possible I don't think any government would pass up the opportunity to do so.

Exactly, the British Government has used the example of Governments in the middle east who have had uprisings against them. The first thing Syria, Libya, and all the others did was cut off internet access, to stop groups organising themselves.
China has restricted information on the internet too, a few years ago Google was refused access to Chinese servers, because the government was afraid their its citizens would find out there was a world out here that their government could not control.
