I think its to make the person look more innocent, or 'cute' in a deragatory sense that they are purposely looking that way on purpose.

Bluh...I just read 661 comic strips...Shocked. That was awsome though.

I have to go with the Innocent/Cute but add sexy in there for me. I don't know but for some reason seeing a woman doing that just seems sexy to me.
